Developing an Online Vocational Training Platform to Increase Learning Opportunity for People with Disabilities During COVID-19 Pandemic

Project Rationale:
According to aresearch conducted by the UNESCO Institute for Statistics, 62 million people live with disabilities in the ASEAN region. The majority of them belong to the poorest of the poor due to physical and social obstacles that prevent them from obtaining proper education and employment. In Indonesia alone, 45.74% of people with disabilities do not complete elementary school, which can trap them in poverty (Universitas Indonesia: 2016). The COVID-19 pandemic worsens this condition by creating further barriers to accessing the proper education, especially for students with disabilities. A survey conducted by SIGAB (an advocacy organisation for people with disabilities based in Yogyakarta) in June 2020 revealed that six of 10 teachers from special needs schools have difficulties in delivering and adjusting to online learning methods for students with disabilities. In addition, aCoffeyA1B3 research conducted by the Australia-Indonesia Disability Research and Advocacy Network (AIDRAN) in 2020, which involved 102 teachers who taught students with disabilities in Indonesia during the COVID-19 pandemic, concluded that only 6% of the teachers claimed an improvement of learning achievement for their students with disabilities. About 25% of the teachers claimed that the creative skills of their students with disabilities dropped within three weeks of studying from home.
Based on the stories of past beneficiaries of this project (Percacita), people with disabilities can receive 8-10 skills training sessions in a year, but during the COVID-19 pandemic, the training has dropped dramatically due to prohibitions on gatherings to prevent the virus spreading. The COVID-19 pandemic has limited the access and opportunity for people with disabilities to gain education and training. Whereas, the skills training for people with disabilities is essential for developing their livelihood and economic independence during the COVID-19 pandemic.
In response to those challenges, this project proposes to develop an online vocational training platform and undertake online practical workshops for people with disabilities and special needs school teachers in Indonesia.
